SCOPE

The Financial Controller is responsible for developing, analyzing, and managing the financial budgets of the organization. The Financial Controller is expected to evaluate proposals, monitor actual expenditures against the budget, and advise management on the most efficient and effective allocation of resources to meet strategic goals and ensure regulatory compliance.

CORE RESPONSIBILITIES

Core responsibilities revolve around the entire budgeting cycle: planning, formulation, execution, and reporting.

Budget Planning and Formulation

  • Collaborate with department and project managers to develop, consolidate, and finalize the organization's annual and multi-year operating and capital budgets.

  • Compilation of budget proposals and funding requests for completeness, accuracy, and compliance with laws, regulations, and internal policies.

Financial Analysis and Reporting

  • Conduct in-depth financial analyses, including variance analysis (comparing budgeted vs. actual figures) to identify discrepancies and trends.

  • Perform cost-benefit analyses to evaluate the financial viability and efficiency of programs, projects, or proposed large purchases.

  • Prepare and present periodic and special financial reports and summaries for senior management, stakeholders, and external parties (e.g., legislators or public stakeholders).

Monitoring and Control

  • Monitor organizational expenditures throughout the year to ensure expenditures remain within approved budget limits.

  • Identify and advise on potential budget overruns, revenue shortfalls, or other financial problems, recommending corrective actions or budget adjustments.

  • Provide forecasts and estimates of future financial needs and resource availability.

Advisory and Communication

  • Advise decision-makers (executives and managers) on funding decisions, resource allocation, and cost-saving strategies.

  • Explain and support budget recommendations and financial findings to internal and external stakeholders, translating complex financial data into clear, understandable terms.

SPECIFIC RESPONSIBILITIES ON TWO CRITICAL AREAS

Organisational Budget

  • Review and refine the existing organisational budget to meet high financial accuracy and reporting standards.

  • Ensure the budget structure and methodology are clear, consistent, and aligned with internal financial policies.

  • Collaborate with the Finance team and SMT/Board to ensure transparent communication and buy-in for any updates or changes.

  • Prepare and implement recommendations to improve the budgeting process for future cycles.

Grant Proposal Budgets (“Sales Offers”)

  • Lead the preparation of grant proposal budgets for both new proposals and renewals.

  • Liaise with Directors and project managers to align operational and payroll cost estimates with donor requirements.

  • Work closely with Finance staff to ensure grant budgets integrate smoothly with internal financial reporting and project codes.

  • Ensure alignment between grant budgets, signed agreements, and the global pipeline overview (compliance checks).

Job requirements

PROFILE

  • Minimum 5–7 years of experience in financial management. Demonstrated exposure to NGO or non-profit budgeting is a plus.

  • Attention to details, hands-on and problem-solving skills

  • Proven track record in preparing and supervising grant proposal budgets for donor-funded projects

  • Ability to work independently while coordinating with multiple stakeholders.

  • Superior communication skills.

  • No fear to tackle complex financial environments

  • Being skilled at combining a helicopter view (zoom out) with a view on details (zoom in)

  • Advanced Excel skills and familiarity with accounting/reporting software (Winbooks/Excel - power pivot)

  • Proven experience in an ERP implementation is a plus

  • Fluency in English; knowledge of French is a plus

WHAT WE OFFER

This position is advertised as a permanent, full-time position based in Brussels. While we offer a flexible working environment, there is an expectation that at least three days per week will be spent in the office.

The start date would be as soon as possible in January 2026.

The salary package depends on experience.
