Rail Campaigns Manager
Overview
As a Rail Campaigns Manager, you will be responsible for the development and delivery of innovative campaigns that build public support and political appetite for an emboldened vision of international rail in Europe. You should be a quick thinker with strong networking skills, experience of building campaign coalitions and a talent for shaping policy debates to align with our objectives. You will ensure projects are delivered on time, within budget, and - most importantly - with real impact. In addition to excellent communication and advocacy skills, this role will test your strategic thinking and your ability to juggle multiple priorities.
This is a full-time position on a one-year contract, with the possibility of renewal, and a strong intention to make it permanent. It offers a competitive salary and a comprehensive benefits package. The role is ideally based in Brussels, though candidates located in London or Paris will also be considered. Regular travel within Europe will be required. The Rail Campaigns Manager will report to the T&E Rail Program Lead.

Rail is a cornerstone of the future zero-emission mobility system in Europe. T&E’s work on rail focuses on unlocking its full potential by addressing long-standing structural barriers to its growth. Among other priorities, we advocate for the streamlining of cross-border ticketing and the elimination of bottlenecks that hinder the expansion of international rail and the entry in the market of new rail operators. Our goal is to push the rail industry to raise its game and to ensure that policymakers set the right level of ambition to make cross-border rail a competitive, reliable and accessible alternative to flying and driving.
Your Responsibilities
As Rail Campaigns Manager, you will:
Lead the development and execution of high-impact rail campaigns from inception to delivery, taking day-to-day responsibility for project management, reporting, budgeting, procurement and stakeholder engagement.
Build and coordinate multiple coalitions of NGOs and other allies (e.g. tourism groups, youth organizations) to champion international rail across Europe, including the UK and Switzerland.
Identify campaign moments, media hooks and creative tactics to generate media attention, political pressure and momentum for change aligned with campaign objectives.
Work closely with T&E’s communications team to develop compelling content, including social media assets, press materials, op-eds, and videos.
Act as a spokesperson for T&E on designated topics in the media, at events and in key public forums.
Support campaign fundraising in collaboration with T&E’s operations team and the Rail Program Lead.
Job requirements
Candidate Profile
The ideal candidate will bring:
At least 6-8 years of experience in campaigning, strategic communications or advocacy, ideally in transport, climate or energy sectors.
A proven ability to build and sustain coalitions and partnerships across diverse sectors and geographies.
Strong campaign instincts, political acumen and a keen eye for opportunities to drive public engagement and media coverage.
Native or near-native English skills, with excellent writing and public speaking abilities. Proficiency in other European languages, such as French or German, is an asset.
Experience working with or managing creative outputs, such as videos, infographics, digital campaigns or storytelling formats.
A collaborative, open, and adaptable mindset, with cultural sensitivity and a passion for working in a cross-border, multicultural team.
A solid understanding of political and environmental NGO movements in Europe.
A passion for sustainable transport and a belief in the transformative potential of rail for European mobility.
